We’re all familiar with the concept of a driver’s license. In order to legally operate a motor vehicle on public roads, you have to pass a test demonstrating at least a working knowledge of traffic laws and road signs, and a second test showing you can actually drive well enough to not pose an immediate threat to yourself and others.

Why does the same not go for a boat?
