The Harbor Lights Mobile Home Park is floating a proposal they hope will be too good for the city and feds to pass up.
They’re seeking title of a quarter-acre of federal right of way owned by the U.S. Army Corps of Engineers in return for their endorsement of an extended dock a stone’s throw away.
