ARCADIA — The City Council upheld the firing of city Finance Director Jorge Santana at an appeal hearing Tuesday night.

Santana was fired by City Administrator Judi Jankosky in August for allegedly falsifying his time sheets, and for violating city policies and procedures. He refuted those claims Tuesday night, saying no evidence ever had been produced to back up the accusations.
