SARASOTA COUNTY — Two years ahead of schedule, Neal Communities kicked off plans Thursday for the second phase of its Grand Palm housing development in Venice, which could provide affordable housing for more than 4,000 people when it’s completed.

Bill Waddill of the design firm Kimley-Horn and Associates said in 2011, 221 acres of the former Cedar Ridge property — already owned by Neal — was rezoned to become part of Grand Palm. At a Sarasota County Development Review Committee meeting Thursday, developer Pat Neal and Waddill began the process of including the property into the development located at Center and River roads. Waddill said the second phase will include about 431 homes.
