ENGLEWOOD — Betty Sue Carroll is upset with the Southwest Florida Water Management District for issuing Lemon Bay Cove developers a permit Thursday that could bring them one step closer to building on wetlands.

The Fort Myers-based Metagroup, which includes Lemon Bay Cove LLC, wants to build 12 single-family homes on the 5-plus-acre property along Beach Road, between the Sandpiper Key condominiums and the Emil R. Swepston Bridge.
