Martha Hallas clips coupons for the coupon-swap box she set up at the Elsie Quirk Library in Englewood. The coupon bin allows needy families to share coupons and cut down on household expenses. When the coupons are about to expire Hallas mails them off to military bases where many manufacturers have extended the expiration date. She's looking for schools and organizations to adopt bases to help cover the mailing costs.

“It’s perpetually filled,” she said.
